Active Tourism Comes to Town - Regional Active Transportation for Community Health, Economy and Transportation

This session focuses on both partnerships and the idea of promoting active transportation among new diverse populations. It uses the ground-breaking "Active Plan" developed for the Lower Rio Grande Valley in South Texas to show how active transportation can be introduced to areas throughout the country that have significant socio-economic challenges and populations that don’t traditionally bicycle. The plan was developed by staff from Halff Associates, Toole Design Group and the Adventure Cycling Association. South Texas is one of the most economically challenged areas in the entire United States, and also has very significant health concerns. But local communities that do not frequently partner together have come together to create a one-of-a-kind plan that uses active tourism as a catalyst for economic, health and transportation benefits. The plan proposes both local and region-wide connections, and combines walking, bicycling and water-based routes that highlight the rugged natural beauty of the region. Local populations, who traditionally have not been attracted to bicycling, have been inspired by the plan and have embraced it, and even the Texas State Legislature is looking at the compelling story that the plan is telling and the myriad possibilities it brings to the region. This session outlines the planning process, its strategies, and the framework by which local governments and partnering stakeholders will build upon the regional tourism economy through investment in active transportation facilities and complimentary marketing programs. It evaluates the steps taken to convert active tourism and transportation plans from idea to reality, and highlights the return on investment of regional trail building. This ground-breaking plan’s lessons can be emulated and applied anywhere, especially in economically challenged regions.
